Volkswagen China Secures L3 Road-Test License in Hefei

On October 26, Volkswagen China confirmed through its official account that Volkswagen Group China has officially obtained an L3 autonomous driving road-test license in Hefei, and has begun real-road testing and data collection for L3 technology.

L3 versus L2: where responsibility shifts

The gap between L2 and L3 is about liability: within defined operating conditions, responsibility shifts from the driver to the vehicle. A test license is only the first step, but it lets Volkswagen accumulate the data that actually decides whether L3 ships — takeover rates, edge-case handling, and system behavior in dense urban traffic.

Why Volkswagen chose Hefei

Hefei is both a core Volkswagen production base in China and one of the faster-moving cities for intelligent connected vehicle policy. Testing where the company already manufactures shortens the loop between R&D and production validation.

Signals for Chinese autonomous driving

Foreign automakers have moved slowly in China's driver-assistance race over the past two years. An L3 test license suggests localized R&D is moving from planning into execution. Next signals: how many test kilometers are logged, whether takeover data gets published, and which production model actually receives the feature.
